Who We Are
Our mission is to provide a full range of services for people with physical and intellectual disabilities as they strive to achieve their highest level of independence.
We serve clients in the Northwest Houston area including Cypress, Katy, Spring, and Tomball. We specialize in developing community based residential and day programs serving children and adults with a variety of disabilities and conditions.
Our clients reflect the diversity of our community. They are children and adults of various ages and ethnicities with all types of physical or intellectual disabilities. Our approach focuses and builds upon the strength of each client, interests, talents, preferences, and targets assistance to achieve specific results in someones life.
What is HCS?
Home and Community-Based Services is a Medicaid Waiver program approved by the Centers for Medicare and Medicaid Services that offer individuals and their families an alternative to institutional care. These programs are administered by Texas Department of Aging and Disability Services and operated by a statewide network of providers. HCS services are individualized, community-based, consumer-driven and responsive to changing needs. Individual choice is the driving force of the HCS program. By encouraging personal choices, the HCS program empower its consumers to lead lives of independence and self-determination, to achieve inclusion into the community and to affirm the rights, dignity, and respect of each person served.
How Much Do These Services Cost?
HCS services are provided at no cost to persons enrolled in the program or to their families. However, recipients who are in need of residential placement out of their natural homes will be charged a fee for room and board.
Who is Eligible?
To be eligible for HCS services, a person must:
- Be placed on state-wide interest list maintained by the Harris Center for Mental Health and IDD formerly known as MHMRA.
- Meet financial eligibility requirements(SSI, Medicaid)
- Meet Level of Care requirements
- Have a diagnosis of intellectual disability or related condition
- Not be enrolled in another waiver program
- Not require services that exceed the cost ceiling set by the state
Why HCS?
HCS differs from other community-based Medicaid programs in principle and practice.It is based on a belief system-not a set of regulations.
- Its program model is the family, not the hospital, nursing home or institution.
- Its driving force is individual choice.
- Its services are customized to individual needs.
- It is committed to empowering its consumers to enter fully and independently into the life of the community.
- It limits alternate living arrangements to three or four persons with disabilities who choose to live together.
